WGM – a Tender
The Warsaw Ghetto Museum has announced a tender for: THE DEVELOPMENT OF DESIGN DOCUMENTATION FOR THE INVESTMENT CALLED “THE CONSTRUCTION OF THE WARSAW GHETTO MUSEUM” TOGETHER WITH THE DESIGN OF A PERMANENT EXHIBITION, THE OBTAINING OF THE REQUIRED AGREEMENTS AND ADMINISTRATIVE DECISIONS AS WELL AS EXERCISING OF AUTHOR’S SUPERVISION

In accordance with the Terms of Reference (ToR), which is the primary tender document, all Tenderers interested in taking part in the procedure must submit their bids with attachments by 15 December 2020 at 11:00 am. The bids will be opened at 12:00 pm on that day in the office of the Warsaw Ghetto Museum and the Tender Committee will commence its work. In case of epidemic risk, the Contracting Authority may also open the bids during online transmission. The best bid will be selected within 60 days of their opening. Per the Public Procurement Law (PPL), the Contracting Authority may also extend that time limit if the number of tenderers is too large to select a Contractor in such a short time.
“The main duties of the tender committee will be to assess how the substantive goals are to be implemented; this primarily includes the consistency and adequacy of the project solutions adopted and the scope and way in which the substantive guidelines for the permanent exhibition will be implemented, including the compliance of any such concepts with the regulations on working with facilities under conservation protection,” said Joanna Dudelewicz, WGM deputy director for economic and organisational matters and investment projects.
“The evaluation will also include such elements as originality and artistic values, functional values of the exposition, project feasibility, creativity and ability to utilise the historic space, clarity and originality of the concept, substantive attractiveness of the solutions proposed (scope and form of the information provided, composition consistency, educational values), attractiveness of the solutions proposed for the exhibition (attractiveness and originality of spatial and artistic arrangements, methods of presenting information, ways of communicating between the exhibition and the recipients), timelessness of the solutions, the way in which new technologies interact with the exhibits and the historic museum facility, the use of new materials and technologies, functionality and utility values, the relation between the exhibition and architecture, tour legibility, ease of use of interactive elements, functional aids (e.g. communication routes to make it easier to reach other parts of the building – necessary for the proper and effective functioning of the Exhibition, as well as other solutions that facilitate maintenance and operation of the Exhibition), and the accessibility of the exhibition solutions for children, the elderly and people with disabilities”, said Joanna Dudelewicz.
In accordance with the provisions of the contract, as specified in the template attached to the ToR, the Contractor will have 15 months from the date of signing the contract with the Contracting Authority to execute this multi-sectoral construction project; this includes obtaining a valid construction permit as well. As part of the project, both technical and executive designs of the Exhibition must be prepared as well. The Project Contractor is obliged to comply with the project’s budget limit. The Contracting Authority has specified that the implementation of the order, i.e. the value of the Investment Project – including the implementation of the Exhibition – cannot exceed PLN 100 million gross (with the value of the permanent exhibition not exceeding PLN 20 million gross, and the remaining amount being intended for construction and installation works, as well as the initial equipment).
